Act regulating licensed professional counselors; regulating use of the         
titles licensed professional counselor and licensed counselor;                 
amending Rule 504(a)(3), Alaska Rules of Evidence; and providing               
for an effective date and recommended the adoption of the Health,              
Education and Social Services Committee Substitute offered on page
